Higher Education
The work of the Higher Education Department was used to be done originally in the name of the Education Department of the Government of West Bengal in which the works of the present-day departments of (1) Technical Education & Training, (2) Mass Education Extension, and (3) School Education were also used to be performed. 1n terms of the Notification No 5106-A.R. dated the 21st April 1988, the Department of Education was first, bifurcated and the Department of Mass Education Extension was created to deal with amongst others, the subject of adult education and some other matters so long being looked after by the Higher Education wing of the erstwhile Education Department. In terms of the Notification No 16129-A.R.dated the 29th June 1991, the Department of Technical Education &Training was created. All works relating to the Polytechnics which were so long being done by the Higher Education wing of the erstwhile Education Department, were taken over by the newly created department. Finally, the Education Department lost its identity and in its place were created two departments' namely- School Education Department and the Higher Education Department in terms of Notification No 670-Home (Cons) dated, the 8th Nov, 1995. As per Rules of Business of the Government as amended in terms of the above-mentioned Notifications as well as the Notification No 253-Home (Cons) dated, the11th Sept, 2000, the main function of this Department includes, promotion and regulation of Higher Education and cultural development including technical/specialised education in the State.
Science and Technology
The Science & Technology Department of the Government of West Bengal was set up in 1988. The West Bengal State Council of Science & Technology, an autonomous body, registered under the Societies Registration Act & under the administrative control of this Department, was established on an all-India pattern, to facilitate the operationalising of the Department's mandate, with inputs from eminent experts in diverse specialised scientific and technology-related spheres. It has spread its activities manifold, with the participation of the scientific and academic community.
In the span of two decades this Department has traversed a long way in promoting scientific activities in various fields and fostered important research and innovative programmes through reputed Universities, Research Institutes, Colleges and Civil Society.
Through Remote Sensing and Geo information Systems the Department plays a very key role in providing state-of-the-art tools and base documents to assist Government Departments and Agencies in improving their planning and monitoring techniques. Some of the Projects in this sector are undertaken in partnership with the National Remote Sensing Centre and Indian Space Research Organisation of the Government of India.
It supports Seminars, Workshops and awareness programmes in important areas such as the global warming & climate change, green technologies, water conservation, solid waste management, biodiversity, innovative rural technologies, agricultural developments, intellectual property rights in partnership with various well-established Organisations of the State.

Establishment of the Department of Biotechnology in 2006-2007 gave a new impetus towards up scaling of ‘state of the art' and traditional biotechnology in West Bengal with a resolve to endeavour towards socio-economic upliftment of society. The Department aims to actively promote, sustain and importantly, facilitate the development of Biotechnology. As Biotechnology is a knowledge based sector wherein development is critically dependent on 'Research & Innovation' the department actively supports research and development, nurtures quality human resources and provides infrastructural facilities for development of biotechnology based industries. The Department has made significant achievements in the growth and sustenance of biotechnology in diverse areas of agriculture, health care, animal sciences, environment and academia-industry collaborations.
The ASSOCHAM (Associated Chambers of Commerce and Industry of India) has identified West Bengal as a potential business growth centre with biotechnology as a potential area of investment. Considering the lucrative return on the investment as well as the high potential for societal development, Government of West Bengal aims at furthering biotechnology based activities in the fields of healthcare (including genomics, proteomics, diagnostics, DNA fingerprinting of indigenous medicinal plants etc.), agriculture (including floriculture, sericulture etc.), mapping of Bengals Biodiversity and environmental protection.
