According to existing procedures, investors need to submit an array of application forms to different government departments to get relevant licenses, NOCs and registrations. It often results in unnecessary delays due to lack of inter- departmental coordination to assist the investors in setting up large industries in different district of West Bengal. The Government of West Bengal has launched 'SilpaSathi' where an investor can submit a Common Application Form in the Single Window Cell at WBIDC and use the facility to obtain licenses and registration from relevant important State Government Departments from a single place, which arc listed below

For the above purpose, a Single Window Cell (SWC) has started functioning at "Protiti", West Bengal Industrial Development Corporation Ltd (WBIDC), 23 Abanindranath Thakur Sarani (Camac Street), Kolkata -700 017.
Officers of the above departments sit in the Single Window Cell on designated days of the week. They receive the Common Application Form and related documents and issue relevant Licenses / NOCs / Registration after observing necessary legal and procedural formalities according to relevant Acts and Rules.
Presently the investor can submit the Common Application Form online in the 'SilpaSathi' website and get all licenses and registrations online. An online tracking system of status of the online application will be available in the G28 portal developed for the purpose with IT infrastructure in the State Data Centre.
In next stage, the State SilpaSathi will migrate to the eBiz, the Single Window Facility being developed by Department of Industrial Promotion and Policy, Ministry of Commerce and Industry, Government of India which aims to cover all Central and State government departments which issue licenses, NOCs and registrations required for setting up an industry in India.
