The Prime Minister Employment Generation Programme (PMEGP) is aimed at generating self-employment opportunities by supporting the establishment of micro-enterprises in rural and urban areas. It provides financial assistance in the form of subsidies and bank credit to entrepreneurs, particularly targeting unemployed youth, artisans, and traditional workers to promote inclusive economic growth.
Benefits Offer Under the Scheme
Subsidy (Margin Money Assistance):
- 15%-25% subsidy for general category beneficiaries
- 25% -35% subsidy for special categories (SC/ST/OBC/minorities/women/ex- servicemen/physically handicapped/NER, hi & border areas)
Collateral-free loans:
- Loans up to 10 lakh (manufacturing) and 5 lakh (service sector) are generally collateral-free under CGTMSE coverage
Bank credit support:
- Beneficiaries receive bank loans covering 90-95% of project cost (depending on category)
Own contribution (low margin requirement):
- 5% of project cost for special category beneficiaries
- 10% for general category beneficiaries
Maximum project cost limits:
- Up to 50 lakh for manufacturing units
- Up to 20 lakh for service/trading units
Entrepreneurship development training:
- Mandatory training (EDP) provided to improve business and management skills
Eligibility:
- Age requirement: Applicant must be at least 18 years old
- Educational qualification: Minimum 8th pass required for projects costing above
- Rs 10 lakh in manufacturing sector
- Rs 5 lakh in service/business sector
Who can apply:
- Individuals (including rural and urban unemployed youth)
- Self-help groups (SHGs)
- Institutions registered under Societies Registration Act
- Production co-operative societies
- Charitable trusts
- New enterprises only: Scheme is applicable only for new projects; existing units are not eligible
- Income criteria: No income ceiling for assistance
- Eligible sectors: Only manufacturing and service sector projects are covered
- Exclusion criteria:
- Units already availing subsidy under other government schemes are not eligible
- Institutions like private limited companies, partnership firms (in some cases), and large enterprises are generally not eligible
- Priority categories: Special preference is given to SC/ST/OBC, minorities, women, ex- servicemen, differently-abled persons, and candidates from rural/hilly areas
