Scheme - Swachh Bharat Mission

Swachh Bharat Mission is a flagship cleanliness and sanitation programme of the Government of India launched to achieve universal sanitation coverage, eliminate open defecation, improve solid and liquid waste management, and promote behavioural change towards hygiene and cleanliness. The Mission has two major components: Swachh Bharat Mission-Gramin for rural areas and Swachh Bharat Mission-Urban for urban areas. The programme focuses on household toilets, community and public toilets, waste management, faecal sludge management, source segregation, waste processing and sustained sanitation practices.

Implementation

  • The scheme is implemented through State Governments, Urban Local Bodies, Gram Panchayats, District Administrations, State Missions and local implementing agencies.

Benefits Offer Under the Scheme

  • The key benefits offered under the scheme include:
  • Household toilet support: Financial assistance is provided to eligible households for construction of Individual Household Latrines.
  • Community and public toilets: Support is provided for construction, operation and maintenance of community toilets and public toilets, especially in areas where individual toilets are not feasible.
  • Open Defecation Free status: Villages, wards, towns and cities are supported to achieve and sustain Open Defecation Free status.
  • Solid waste management: Support is provided for door-to-door waste collection, source segregation, transportation, processing and scientific disposal of waste.
  • Liquid waste management: The scheme supports greywater management, drainage improvement, soak pits, waste stabilisation systems and decentralised treatment solutions.
  • Faecal sludge and septage management: Urban areas are supported for safe collection, transportation, treatment and disposal of faecal sludge and septage.
  • Behaviour change and awareness: Information, education and communication activities are undertaken to promote toilet usage, hygiene, waste segregation and cleanliness practices.
  • Plastic waste management: Support is provided for plastic waste collection, recycling, processing and reduction of single-use plastic pollution.
  • Village and city cleanliness: The scheme supports cleanliness drives, sanitation infrastructure, capacity building and monitoring of sanitation outcomes.
  • Improved health and dignity: The scheme helps reduce sanitation-related diseases and improves dignity, privacy and safety, particularly for women, children, elderly persons and persons with disabilities.

Eligibility

  • The scheme is targeted at households, communities and local bodies requiring sanitation and waste management support. Eligible beneficiaries generally include:
  • Rural households without access to safe household toilets.
  • Urban households without individual toilets, especially those belonging to economically weaker sections and low-income groups having ownership, legal possession or recognized occupancy right over the land for Individual Household Latrine construction.
  • Households in areas where community toilets are required due to space or land constraints.
  • Gram Panchayats, villages, blocks and districts requiring sanitation and waste management infrastructure.
  • Urban Local Bodies, wards and cities requiring public toilets, community toilets, solid waste management and faecal sludge management systems.
  • Schools, anganwadi centres, public places and community locations requiring sanitation facilities, subject to applicable scheme norms.
  • Vulnerable groups including women-headed households, Scheduled Castes, Scheduled Tribes, persons with disabilities, elderly persons and economically weaker households.

Where to Apply

  • Beneficiaries may approach the following institutions:
  • Gram Panchayat office for rural areas
  • Block Development Office
  • District Water and Sanitation Mission
  • Urban Local Body or Municipal Corporation for urban areas
  • Ward office or Borough office
  • Common Service Centre, where applicable

How to apply / process

  • The applicant should contact the Gram Panchayat, Urban Local Body, Ward Office or concerned SBM implementation office.
  • The household's sanitation status is verified by the local authority.
  • If eligible, the applicant is registered under the relevant SBM component.
  • The applicant may be required to submit basic documents such as identity proof, address proof, bank account details, photograph and proof of toilet requirement.
  • After verification, approval is provided by the concerned authority.
  • The toilet or sanitation facility is constructed either by the beneficiary, local body, implementing agency or approved contractor, depending on the scheme component.
  • After completion, field verification or geo-tagging may be carried out.
  • Financial assistance, where applicable, is released through Direct Benefit Transfer or as pertheimplementation process followed by the State or local body.
  • For community toillets, public toilets, waste management or city-level infrastructure, proposals are generally prepared and implemented by Urban Local Bodies or Gram Panchayats under the SBM framework.
  • Beneficiaries and local institutions are also supported through awareness campaigns, capacity building and monitoring to ensure sustained toilet usage and cleanliness.
