Utkarsh Bangla is a flagship skill development scheme of the Government of West Bengal aimed at providing vocational training and employment-oriented skills to youth across the State. The scheme offers short-term and industry- relevant training in multiple trades to improve employability, support self- employment and create a skilled workforce. It is implemented through approved training providers, government institutions, private training centres and industry-linked partners.

- The key benefits offered under the scheme include:
- Free skill training: Eligible candidates receive skill training in approved trades without paying training fees.
- Industry-relevant courses: Training is provided in sectors such as construction, apparel, healthcare, IT-ITES, hospitality, retail, beauty and wellness, automobile, electronics, tourism, agriculture and other trades.

Eligibility
- The scheme is primarily targeted at youth and job seekers of West Bengal. General eligibility includes:
- Applicant should be a resident of West Bengal.
- Applicant should generally be unemployed, underemployed, a school/college dropout, job seeker or person seeking ski upgradation.
- Applicant should meet the minimum age requirement prescribed for the selected course (15 to 45 years)

How to apply / process
- The applicant should visit the Utkarsh Bangla portal or contact the nearest approved training centre, District Skill Development Office, BDO office or municipal office.
- The applicant should check available courses, training centres, eligibility criteria and batch availability.
- The applicant should register by providing personal details, address, educational qualification, preferred trade and contact details.
- Required documents such as Aadhaar card, voter ID, residence proof, educational certificate, caste certificate if applicable, disability certificate if applicable, bank passbook and photograph may be submitted.
- The training centre or concerned authority verifies the application and eligibility.
- The applicant is enrolled in a suitable training batch based on eligibility, interest and seat availability.
- The candidate attends classroom training, practical training and soft-skills sessions as per course structure.
- After training, assessment is conducted by the approved assessment agency. Successful candidates receive certification.
- Candidates may receive placement support, job fair access, interview facilitation or guidance for self-employment.
